IHFD's Housing Development in the New Kabul City Project

IHFD’s housing program in Afghanistan consists of an environmentally sound master planned comunity of 13,000 housing units in Deh-Sabz district of Kabul, Afghanistan, as part of the larger "New Kabul City" Project. We believe that this development will be the first of its kind in Afghanistan.

Governance Structures

Home Owners’ Association:

A home owners’ association will be set up per every 200 households. Every member will contribute a monthly HOA fee towards a common budget. The HOA will hire staff and manage all public areas within the community. The affairs of the HOA will be governed by HOA constitution and bylaws.  IHFD will coordinate the meetings of the HOAs and will facilitate capacity building among various HOA’s in the community.

The HOA will also serve as a guarantor for the mortgage payments of its members.  Every HOA member pays an additional monthly amount towards a mortgage guarantee fund.  This fund is managed by the HOA and IHFD jointly.  IHFD will receive access to the fund in case any member of the HOA is in default of its mortgage payments.  Thus the mortgage payments are guaranteed by a group contribution.  Members that have paid off their mortgages will be refunded the balance of their contribution towards the mortgage insurance.

Community Organizations:

The HOA also serves as a community organization that identifies its needs, prioritizes those needs and seeks internal and external community support to meet those needs. The community organization also serves as the voice of the community in its dealings with governments, the aid community and the private sector.  They develop policies and processes for decision making and overall management of the community

The housing complex will consist of 13,000 units as follows:

Walk up units (apartments) Low cost

o    3 to 4 room apartments
o    4 story buildings, residential only and combination of residential and commercial.
 
Mid-level single family dwellings (row and town houses)
 
o     3 to 5 rooms   
o    Single and double story structures.
 
       High end single family dwellings (detached)

  • The economy experiences 17% growth rate
  • Annual per capita income grew from $188 in 2002 to $355 in 2006 expected to reach $500 by 2009 (IMF).
  • Kabul is one of the fastest growing cities in Asia
  • 57% of population is under the age of 18
  • Kabul has a population of nearly 4 Million with 5% annual growth rate
  • 70% of Kabul’s population live in informal housing no access to basic services
  • 1 Million housing units shortage

Community Services and Amenities

Healthcare: The IHFD community maintains one hospital, 5 basic health care units and numerous spaces for numerous private clinics and doctors’ offices. The Ministry of Public Health shall provide the infrastructure and management of these healthcare units, while the private sector is expected to invest in doctor’s offices, pharmacies, labs, imaging centers, etc. 

Education: The IHFD community will contain elementary schools and high schools as well as Kindergartens. The ministry of education shall be responsible for the operation and management of the public schools, while NGOs are expected to provide complementary services. The private sector may offer additional services within the context of the commercial areas.

Sports and Entertainment: Every group of 200 households will be provided with a children’s playground and a small sports facility, including basketball courts, volleyball courts and other such amenities. The community as a whole shall have extensive sports activities opportunities through sports gyms, soccer fields, public pools and other similar facilities. The operation of such facilities shall be the responsibilities of the home owners’ associations and commercial enterprise. 

Commercial and Light Industrial Area: The community shall have a dedicated site for initiation and establishment of privately owned light industrial services that will create jobs for the residents and contribute towards enhancing the revenue potentials of the community.  Commercial areas will provide for the basic needs of the communities through shopping centers and other similar services, while creaing employment opportunities for the residents.

other services: In cooperation with the government and the civil society community, other service shall be identified and offered.
